2024 The 6th ESCI Best Practices Awards Program

Following the success of 2013 ,2015, 2017, 2019 and 2022 ESCI Best Practices Awards Program, the ESCI-KSP management team, with the support from APEC member economies, will host the 2024 ESCI Best Practices Awards Program, in order to continue the momentum of regional efforts in developing new methods, technologies and applications, and to offers an opportunity to encourage best practices, facilitate knowledge-sharing and give public recognition to accomplishments in energy smart related cases within the APEC region. The criteria adopted for ESCI Best Practices Awards Program is particularly to highlight merits in policy-making strategy formation and implementation processes. Also, to encourage constant updates on the progress of various project on the ESCI-KSP website, those which participated in former ESCI Best Practices Awards Program are welcome to take part in this years’ program with renewed contents on the website.

AWARDS CATEGORY

The Awards will be made under five categories- Smart Transport, Smart Buildings, Smart Grids, Smart Jobs and Consumers, and Low Carbon Model Town.

ELIGIBILITY

The Awards will be open to both the public and private sectors who have submitted cases on the ESCI-KSP website (https://www.esci-ksp.org/submit-your-post).

All the cases must be submitted electronically via ESCI-KSP by 31 May 2024.

CRITERIA

Judging will consider the cases’ articulation and compatibility with its goals, implementation, and outcomes.

The criteria are:

STRATEGY (35%)
Criteria “Strategy” is intended to highlight the concepts and ideas of the project, containing 3 elements.
Innovativeness
(15%)
I 5% Is the innovative concept come from the project itself or other existing programs?
II 5% How the innovative policy design encourages financial support and public-private partnership?
III 5% How does the innovative concept catch the trend of future development?
Inspiration
(10%)
I 5% Whether the idea can inspire later/subsequent cases?
II 5% What domain has been enlightened by this policy?
Clearness
(10%)
I 5% Is there any open and transparent channel of public communication?
II 5% Is there any difference between this policy and other similar policies?
MEASURE (35%)
Criteria “Measure” is intended to highlight the actual implementation of the project, containing 4 elements.
Practicability
(10%)
I 5% Has any effective measure for moving ahead been made?
II 5% Is there any numerical goal for reference?
Replicability
(5%)
I 5% Could the ideas, methods or techniques be applied internationally?
Cost-effectiveness
(10%)
I 5% Will it be cost-effective to implement?
II 5% Is there any measurable reduction of emission or energy use? Please describe the measurement method.
Consistency

I 5% Are adopted measures consistent with energy policy and strategy?

PERFORMANCE (30%)
Criteria “Performance” is intended to highlight the outcome of the project, containing 3 elements.
Completeness

Verifiability

I 5% Is there any data presented to support the project?
II 5% Is there any supportive measurement or reference for the provided data?
Impact

II 5% Will it impact multiple operational areas or just single specific area?
GENDER (additional 10 points)
Criteria “Gender” is intended to highlight the gender inclusive within the project, containing 2 elements.
Women Empowerment

Equality

I 5 points Will the project make a positive impact on gender equality or benefit both women and men?
JUST TRANSITION (additional 10 points)
Criteria “Just Transition” is intended to highlight the just and inclusive within the project, containing 2 elements.
