SB-1.1 Building Performance Rating Systems

Reducing Barriers to Trade through Development of a Common Protocol for Measuring the Seasonal Energy Efficiency (SEER) of Air Conditioners

The performance rating of an air conditioner is an important indication of the energy consumption. There are various measurements and procedures being used to text the performance of air conditioners today. Energy Efficiency Ratio (EER) is currently the most commonly adopted. However, it does not always accurately reflect the actual performances of air conditioners. Recently, the Seasonal Energy Efficiency Rating (SEER) program has been proposed as an improved performance model as is considers changes in cooling loads through the seasons.

This report includes a standard methodology and analytic software platform that determines the SEER value for room air conditioners, in effort to aid the design of high-efficiency air conditioners, reduce the market trade barriers between APEC communities, and reduce CO2 emissions from air conditioning activity.
