VIRTUAL POWER PLANTS PROJECTS

Posted:04/23/2026Last Modified:04/24/2026

Project Description:

The U.S. Department of Energy (DOE) continued to update and operationalize its "Pathways to Commercial Liftoff: Virtual Power Plants" strategy throughout 2024. While the initial report laid the groundwork, 2024 saw the release of implementation memos and funding opportunities (such as the GRIP program round 2 announced in Oct 2024) that operationalize this roadmap. The roadmap targets a tripling of VPP capacity to 80-160 GW by 2030.

The 2024 strategic updates focus on standardizing data exchange formats (like OpenADR) and addressing the "soft costs" of VPP enrollment. It maps out how utilities should transition from pilot programs to full-scale "opt-out" system architectures. The roadmap provides a specific blueprint for integrating EV charging, smart thermostats, and residential batteries into a cohesive resource that can defer transmission upgrades. It serves as the federal guiding document for state regulators (PUCs) to modify rate structures, ensuring that smart grid technologies are economically viable.
