Project Description:

1. Summary and Purpose

In alignment with the "2050 Net-Zero Emissions Pathway," solar photovoltaics (PV) have become the cornerstone of renewable energy development in Chinese Taipei. As of early 2025, total installed capacity reached 14.36 GW. To reach the milestone targets of 31.2 GW by 2030 and 35.02 GW by 2035, the government must navigate complex cross-departmental coordination involving land utilization, building management, and environmental protection.

This project facilitates a "Just Energy Transition" by streamlining the regulatory framework and enhancing social trust through digital governance.

The implementation focuses on:

  • (1) Administrative Streamlining: Implementing a standardized threestage review process (Documentary, Substantive, and Final Issuance) to eliminate administrative backlogs.

  • (2) Regulatory Harmonization: Building a cross-ministerial legal framework that integrates the Electricity Act with land-use and environmental statutes.

  • (3) Digital Transparency: Launching the "Solar PV Transparency and Synergy Action Platform" to provide a one-stop service for developers while ensuring community "right-to-know" through GIS data visualization.

2. Regulatory Reform: Towards Transparent Governance

The implementation of the Environmental and Social Review (ESR) and the Integrated Management Platform centers on balancing renewable energy growth with ecological and social harmony:

  • (1) Standardized Procedural Pathways: The project established clear review manuals for PV plants (including self-use equipment ≥2MW), ensuring application requirements are predictable and transparent.

  • (2) Quantitative Commitment Tracking: Qualitative promises made during applications (e.g., landscape restoration) are converted into quantifiable indicators. The project currently monitors 13 operational sites to ensure ongoing compliance with environmental commitments.

  • (3) Expert Board Support: A database comprising 32 academic experts across six domains (Engineering, Law, Agriculture, Environment, Business, and Landscape) provides professional rigor to the review board.

3. Digital Synergy and Socio-Economic Impact

  • (1) Efficiency Gains through the Synergy Platform
    • The project’s core innovation is the "Solar PV Transparency and Synergy Action Platform." It introduces a "Traffic Light Control Mechanism" that allows stakeholders to monitor application status in realtime, effectively identifying and removing procedural bottlenecks.

  • (2) 2025 Performance Milestones
    • a. Extensive Review Work: Assisted in reviewing over 600 case-times in 2025.
    • b. Permit Acceleration: Facilitated the issuance of 27 preparation permits and 34 construction permits.
    • c. Reduced Duration: Successfully reduced the average substantive review duration from over 6 months to under 6 months.

  • (3) Socio-Economic Contribution
    • By ensuring rigorous compliance through post-permit audits (e.g., verifying actual aquaculture facts in aqua voltaic sites), the project minimizes illegal developments and their associated social and litigation costs. This ensures that "Just Transition" is not just a slogan but a measurable outcome for rural and fishing communities.

4. Administration and Assessment

  • (1) Assessment Methods
      • a. Systematic Tracking: Quarterly risk assessments and progress audits are conducted for approved projects to ensure site development aligns with original commitments.
      • b. Stakeholder Refinement: Satisfaction surveys and attendance studies from capacity-building sessions are analyzed annually to improve program content.

  • (2) Local Support Centers
  • To address site-specific controversies, the project maintains dedicated service centers and a consultation hotline, assisting over 500 individuals since 2025 to build effective communication channels between developers and local governments. 5. Key Facts
      • (1) First-Ever Integration: The first platform in Chinese Taipei to integrate electricity, land-use, and environmental protection review processes into a single digital interface.
      • (2) Data Disclosure: GIS-based visualization of all national PV sites protects the public's right to know and builds community trust.
      • (3) Operational Integrity: Implements a "Report-Review-Audit-Improve" SOP for post-permit management, ensuring long-term sustainability.
      • (4) Strategic Alignment: Directly supports the national renewable energy targets of 31.2 GW (2030) and 35.02 GW (2035).
