SB-1.1 Building Performance Rating Systems

BCAP is a nonprofit advocacy organization established in 1994 as a joint initiative of the Alliance to Save Energy, the American Council for an Energy-Efficient Economy, and the Natural Resources Defense Council. BCAP works with a number of stakeholders—including the U.S. Department of Energy, local, state and national agencies, building professionals, regional energy efficiency groups and utilities, among others—to support energy code adoption and implementation across the country and around the world.

With over eighteen years of experience, BCAP has established itself as a trusted, non-partisan U.S. leader for energy code advocacy, research and analysis, technical support, training and code status tracking. From its national platform, BCAP facilitates increased communication and collaboration between allies, identifies and navigates past policy and structural pitfalls, and helps state and local decision-makers design strategies to improve building energy efficiency. BCAP also applies its expertise overseas, most recently in India, Ukraine and across the APEC economies.

BCAP is excited to host OCEAN, the online community and international best practice network for everything related to energy codes. OCEAN provides valuable resources and information on energy-efficient construction and other code-related activities. Users can access best practices, lessons learned, reports and tools, check the status of national and state energy codes, and engage other experts.
